Taiwan International Summit.<\/p>\n\n\n\n<p>This interview was produced as part of a series for the <a href=\"http:\/\/tinyurl.com\/UBI2019\">2019 Summit<\/a><\/p>\n\n\n\n<p><em>The 2018 <\/em><a href=\"http:\/\/lims.dccouncil.us\/Download\/39834\/RC22-0140-Introduction.pdf\"><em>Economic and Policy Impact on Minimum Income\nin DC<\/em><\/a><em> was produced at the request\nof Councilmember David Grosso\u2019s office, in conjunction with Chairman Phil\nMendelson of the Council of the District of Columbia, the legislative arm of\nlocal government in DC. <\/em><a href=\"http:\/\/www.davidgrosso.org\/\"><em>Councilmember Grosso<\/em><\/a><em> is the chairperson of the Committee on\nEducation, and sitting member of the Health, Labor and Workforce Development,\nHuman Services, Government Operations Committees, as well as the Committee of\nthe Whole. On March 13, I sat down with Katrina Forrest, Legislative Director\nfor Councilmember Grosso, to learn more about the Council\u2019s interest in minimum\nincome.<\/em><\/p>\n\n\n\n<p>EM: Thanks for being here today, Katrina. This policy\nanalysis was the result of a joint request by DC Councilmember David Grosso and Chairman\nPhil Mendelson, correct? How did the Council initially get interested in\nminimum income?<\/p>\n\n\n\n<p>KF: This report was actually born out of the conversation\naround increasing DC minimum wage in 2016. Legislation was going through the Council\nto increase minimum wage up to $15, and at the time Councilmember Grosso was\nfrustrated\u2014he felt like $15 was insufficient to live comfortably in the\nDistrict of Columbia, and he felt like the conversation was very myopic. He had\nan interest in some of the [minimum income] pilots happening in Stockton (CA),\nin Finland, and in Canada, and he wanted to explore what that might look like\nfor the District.<\/p>\n\n\n\n<p>EM: How difficult was it getting this impact statement\nproposed? This is a relatively new type of report for the Council, correct?<\/p>\n\n\n\n<p>KF: Yes, this was only the second economic impact project\nthat office completed; the first was around universal paid leave in DC in 2015.\nThat legislation was eventually passed as the Universal Paid Leave Act.<\/p>\n\n\n\n<p>EM: What was your main role in this minimum income project?<\/p>\n\n\n\n<p>KF: I drafted the amendments that we ended up offering,\nrequesting that a study be completed\u201d<\/p>\n\n\n\n<p>EM: Once it was published, what was reception of the\nimpact statement like among council members and the public?<\/p>\n\n\n\n<p>KF: I think it was generally positive for the Council.\nEvery year, the Council goes away for a retreat, and during last year\u2019s retreat\nthe budget office presented the findings of this report. Implementing a minimum\nincome looks\u2026quite expensive, but I think the conversation now is changing\nnationally about UBI, so they\u2019re becoming more receptive.\u201d<\/p>\n\n\n\n<p>EM: And the public?<\/p>\n\n\n\n<p>KF: Unfortunately I\u2019m not sure minimum income is\nsomething the public knows a great deal about. Initially, when we had a debate\non the dais about the need to study minimum income, several members of the\npublic commented saying, \u201cThis is going too far,\u201d or, \u201cYour boss should stay\naway from that.\u201d As the rest of the world evolves on this conversation, I imagine\nthe District will as well.<\/p>\n\n\n\n<p>EM: What\u2019s the interest level of the Council like today? The\nreport was published around a year ago, have there been any recent developments\non minimum income in DC?<\/p>\n\n\n\n<p>KF: Towards the end of last year, <a href=\"https:\/\/basicincome.org\/topic\/karl-widerquist\/\">Karl Widerquist<\/a> reached out to us (and he\u2019s actually cited\nthroughout the impact statement), wondering what it would take to develop a\nballot initiative to gauge public support [on minimum income]. We had that\nconversation in October 2018, so a public interest poll in DC is potentially in\nthe works.<br>\n<br>\n<\/p>\n\n\n\n<p>EM:&nbsp; The impact\nstatement hones in on three types of income supplements\/benefits \u2013 minimum\nincome via negative income tax, guaranteed minimum income, and universal basic\nincome. Of these, UBI is dismissed as prohibitively expensive and guaranteed to\ncause widespread workforce drop out. Given that experimental data on UBI is so\nslim \u2013 was there possibly a political motivation behind this dismissal of UBI?<\/p>\n\n\n\n<p>KF: That\u2019s an interesting question. What I will say is generally\nour Budget Office tries not to make political statements, so if this is the\nconclusion they came to, it was based on their research and what was been\navailable elsewhere. As you said, there\u2019s not really a robust sample size,\nbecause most of the work on UBI has been done on small pilot programs. They had\nto rely and extrapolate from that, but I don\u2019t know that their intention was to\ndismiss UBI as completely nonviable.<\/p>\n\n\n\n<p>EM: The report leans toward simulation 1, using a\nnegative income tax to raise household income to 100% of the federal poverty\nlevel, as a good first step. Was this or any of the other results of this\nreport surprising?<\/p>\n\n\n\n<p>KF: What was surprising to me, and I think to my boss as\nwell, was the fact that as a progressive city we <em>do<\/em> afford a number of programs that, if everyone who was eligible\ntook full advantage, would make people be far more comfortable than we\nimagined. That fact was interesting to see represented.<\/p>\n\n\n\n<p>EM: Given that finding, has there been any talk of\npromoting public education about these benefits?<\/p>\n\n\n\n<p>KF: Yes. Part of that is better oversight of our agencies\nto learn what they are doing to make people aware of programming. Actually,\nthis time of year we are in our oversight phase, bringing all of our agencies\ntogether before the Council and planning new budgets for FY 2020.<\/p>\n\n\n\n<p>EM: Are there any particular agencies you\u2019re focused on\nthis year, to raise public awareness of the social safety net?<\/p>\n\n\n\n<p>KF: For the Councilmember, the biggest one is the\nDepartment of Human Services, and as a member of the Committee on Human\nServices, he will be able to ask them some tough questions on budget oversight\nin the next couple of weeks.<\/p>\n\n\n\n<p>EM: Finally, Councilmember Grosso is up for reelection in\n2020. If he runs for office again, will minimum income be part of his platform?<\/p>\n\n\n\n<p>KF: That\u2019s an interesting question, and assumes he will\nrun for reelection\u2014I am not privy to that decision.
